Description
MSBuild from Visual Studio 2017 and 2019 does not produce incremental build when called using the short path (...`~1`) of a solution file.
The problem is demonstrated in this project (has appveyor build script): https://github.com/FirebirdSQL/firebird/commit/9231cd53ab403e184bd2b4745700bc00cfee0a31
