### Steps to reproduce
Some kind of problem launching worker nodes (like #3142, for example). MSBuild's behavior is to just hang for a 300-second timeout connecting to the (nonexistent) worker node.
### Expected behavior
A reasonably quick error message.
### Actual behavior
Just hangs for a 300-second timeout connecting to the (nonexistent) worker node.
