Description
We need a small doc that we can give to Jeff to share with allied repos to turn on build server by default to get more dogfooding.
Exit Criteria:
1. Shareable doc with concrete step-by-step instructions and where to share feedback
2. Share with Jeff Schwartz
3. Track that we see adoption on our Kusto dashboard to verify enablement is happening
