Make it easier to instrument/observe MSBuild invocations

### Summary

It's hard for users (especially large-scale users like 1ES or authors of CI/CD pipelines) to do cross-cutting collection of MSBuild diagnostic and operational data, like binlogs, traces, counters, etc. To support these kinds of users, we should provide mechanisms that make it easier to collect this data across all MSBuild invocations without having to go adjust each invocation.
