WPF Blazor hybrid application: when maximizing windows and then minimizing them, the desktop becomes unresponsive

### Describe the bug

Just like the title says, this bug only happen in wpf-balzor, not happen in wpf.
You can reproduce this bug by creating a wpf-blazor app following [Build a Windows Presentation Foundation (WPF) Blazor app](https://learn.microsoft.com/aspnet/core/blazor/hybrid/tutorials/wpf?view=aspnetcore-10.0),Then click the maximize button, and then click the minimize button. You desktop will lose response. (my os version is win11-26200.8457)
