[AGR] Fix android so it can launch directly to test

it's a lot of extra work for the agent to navigate to the test. It's easier for it to succeed if it can just go directly to the test on launch

Improve the UITests host app so it doesn't navigate
it just launches directly to a test

Start with the UITests host app and inspect how its Android launch flow currently navigates to a test. Run the Android UI tests to observe the existing startup behavior. Done means the host app launches directly to a test without requiring agent navigation.
