### Description
When using the flag UseProvisionator to true, the pipeline should be able to provision a new Xcode, the Provision Xcode should run.
This seems is not happening for the UITests pipeline, the MAUI and DeviceTests pipeline works fine.
Example this one I started with the flag but it didn t run the step.
