Timeseries SrCNN blocking use on ARM64

**Is your feature request related to a problem? Please describe.**
I am developing on a new Surface device (ARM64 chipset) and I'm currently blocked by the lack of support of SrCnn support to use this for anomaly detection in data.

**Describe the solution you'd like**
I'd love to see this included and added for ARM64 support in version 4.

**Describe alternatives you've considered**
If there is a major impediment here, I'd love your recommendations. I am looking at other statistical analysis as a work-around for my specific use-case.
