ML.NET Model Builder 2019, upgrade from 16.15 to 16.16

System Information:
- Model Builder Version 16.15
- Visual Studio Version 2019

When I try to install ML.NET Model Builder 2019 (version 16.16) it appears to be version 16.15. I downloaded this extension from [Marketplace](https://marketplace.visualstudio.com/items?itemName=MLNET.07). The page says its version should be 16.16. But in reality its version is 16.15, see extension manifest:

To Reproduce:
1. Go to Extension manager in Visual Studio 2019 and try to upgrade Model Builder from version 16.15 to 16.16. After VS is closed and upgrade is started, it says that Model Builder is already installed.
2. Go to Extension manager in Visual Studio 2019 and try to upgrade Model Builder from Preview to 16.16. As a result, version 16.15 is installed.

Expected behavior:
I expect Model Builder 16.16 to be installed in VS 2019.
