One-click experience for signature file generation

While we consider signature files useful and kind of promote them, we don't make it easy to create them.

**Describe the solution you'd like**

In Visual Studio:

1. Right click on the file name
2. Generate signature file / sync signature file
3. The signature file is generated / updated
