Migrate to modern Visual Studio Interactive tool windows experience

Renewing https://github.com/dotnet/fsharp/issues/793 I want to raise a question of migrating to a modern Interactive tool window.
At least having here a guide and checklist of how to do it to prepare a PR would be nice to have.

Use new Visual Studio Interactive tool windows experience like in C#, PowerShell, and Python.

**Describe alternatives you've considered**

Continue to suffer from current 10 years old F# Interactive tool window.
