IDE0130 (dotnet_style_namespace_match_folder) is not supported by dotnet format

The method `TryApplyChanges` on `Workspace` can throw a `NotSupportedException`. This can for example occur due to the issue described [here](https://github.com/dotnet/roslyn/issues/55014#issuecomment-1141222922).

The `NotSupportedException` should be handled here. Right now, the format action simply crashes without much information to go on (even with verbose logging enabled):
