Allow `--output-dir` to be permanently configured.

Whenever I - or any form of editor tooling - works with migrations, I have to always provide which directory to put them in.

I'd like to see an option, perhaps in my `.csproj` for my migrations project where I can permanently wire up the location of my migration files.

Doable?
