Define best practice documentation for contributors

This repo should include documentation outlining basic and important Dockerfile authoring best practices that contributors can refer to. This can include things like using multiple stages to avoid bloat in the final image, proper use of instructions for installing packages, using [package upgrade](https://github.com/dotnet/dotnet-buildtools-prereqs-docker/issues/1228), and others.
