When IE updates from version 8 to version 11,this eventArgs value for event ProgressChanged is weird.

When IE updates from version 8 to version 11, in ProgressChanged.WebBrowserProgressChangedEventArgs, this MaximumProgress value is 0.
But as normal,when IE version is 11,MaximumProgress value is above 0,for example 1000.
So,when IE updates from version 8 to version 11,is there any possibile that the registry valueList is different from installing IE v11 directly ?
