AssemblyLoadContext Unloading event wording

The wording of this documentation is confusing. The event is called `Unloading` but the documentation says you get the event when it's **unloaded**. Which one is it? Also, since the unloading is done asynchronously, can you use this even to reliably know when the assembly load context is unloaded?
