DisplayName, Id, StandardName what to expect for non-english cultures

Current documentation has vague comments about some things being localized, but also states that some things are normally the same. This is not helpful. Also examples that are not US and not English are vital for anything that can vary by culture. Always having Pacific Standard Time appears parochial.
