In the top of this text you wrote:
Next(Int32, Int32) Returns a random integer that is within a specified range.
we have to scroll to
"Returns A 32-bit signed integer greater than or equal to minValue and less than maxValue; "
to know does exactly. I missed "less than maxValue;" in the leading text
