### Description
.NET 8 changed how RIDs are resolved (https://learn.microsoft.com/en-us/dotnet/core/compatibility/sdk/8.0/rid-graph) and this article should be reworked. It should be reframed by communicating what the RID graph is now and how it works. There should be a section that talks about the differences of running on .NET 7 and below (for compatibility).
I think it should be updated around the time .NET 11 releases which gives us 3 full releases since .NET 8 was released.
