Can't (anchor) link to specific options (on any page)

### Description

The only anchor link goes to https://learn.microsoft.com/en-us/dotnet/core/tools/dotnet-restore#options
But I want an anchor for each option as that will help those I link to the options to get directly to it without them having to scroll. Some commands have a lot of options so users waste a lot of time.

(This is an issue for all docs on learn)
