Runtime settings schema - codeBase.href attribute clarification

### Describe the issue or suggestion

I came across a ChatGPT chat and own experiences.

In the Runtime settings schema at [`codeBase`](https://learn.microsoft.com/en-us/dotnet/framework/configure-apps/file-schema/runtime/codebase-element) element the `href` attribute should outline exactly if is supports relative and absolute URI's. The sample shows only absolute, but from practice I know is supports relative URI too.
