Add ASP.NET Core AuthN/AuthZ metrics

### Description

New built-in metrics were added to ASP.NET Core in https://github.com/dotnet/aspnetcore/pull/59557.

We should update this document to include them.

We should also update the OpenTelemetry semantic conventions document with the same content. See: https://github.com/dotnet/aspnetcore/issues/60468.
