runtime dependency is compile time?

### Description

> Note that the solid arrows represent compile-time dependencies, while **the dashed arrow represents a runtime-only dependency**.

While the diagram states the dashed arrow represents an optional compile-time.
And I want better to see configurations' role on the diagram. Configurations seem also are IoC.
