### Description
When following the documentation to create a new app, add the end the user should be left with a VS Code configuration to run and debug the app. However this is no longer the case, the extension no longer creates the necessary files. Additionally, the steps to create those files no longer work (https://github.com/dotnet/docs/blob/main/docs/core/tutorials/with-visual-studio-code.md?plain=1#L63) since the .NET targets are no longer present when using the C# Dev Kit extension.
