GC Heap Limit Support on .NET 4.8.1

### Description

I opened [this issue](https://github.com/microsoft/dotnet-framework-docker/discussions/1097) to confirm the required version of .NET Framework to use GC Heap Limit. Besides of the details of that thread, could the docs be updated to state the support on .NET Framework 4.8.1?

I found the feature by testing by myself only, and later an [announcement on GitHub](https://github.com/microsoft/dotnet-framework-docker/issues/863).

If this update on the docs makes sense, I am available to contribute via a PR. Of course, the main purpose is to register this feedback that allows find information about the product in an easier way.
