Add an article summarizing the history of F#.

[C# has an article](https://learn.microsoft.com/en-us/dotnet/csharp/whats-new/csharp-version-history) that outlines the features added in each version of the language. It would be helpful to write a similar article but for F#. There is @dsyme's [paper](https://fsharp.org/history/hopl-final/hopl-fsharp.pdf) but it does not cover the newest language versions.
