Some clarity please

There are two "things" here.
The Framework versions (which allow products requiring the given version to run)
And
The Dev Pack versions (which allow products to be developed to target the given version)

It is unclear what the required OS versions are to be able to install the Dev Pack
The linked pages are all about the Framework itself and NOT the Dev Pack.

Is it possible to install Framework 4.8 DEV PACK on Windows Server 2016 10.0.14393 ?
We have been unable to install it but, worse, we don't know whether it ought to be possible.
