Provide list of migration steps for .net 4.8

What a messy page trying to cover lots of .net versions.
Just give clear instructions for each version of .net.
I only want to know about .net 4.8
On Azure you don't say what date you can deploy a locally upgraded 4.8 web app - when is 4.8 platform going to be available on Azure ?
