Build Android from CLI instructions like iOS

### Description

There is a section for building for iOS and eventually running on a [simulator](https://learn.microsoft.com/en-us/dotnet/maui/ios/cli?view=net-maui-9.0#launch-the-app-on-a-specific-simulator), but I don't see similar documentation for Android. Would be nice to know how we can run on a specific emulator when we have multiple running at the same time.
