Publish packages like Microsoft.Diagnostics.Monitoring.EventPipe

While reviewing the way `dotnet-counters` works, I was disappointed to discover that `Microsoft.Diagnostics.Monitoring.EventPipe` is not publicly available on NuGet, as far as I can tell. Please publicly distribute these "internal" packages so that the rest of us can actually work with these repos. It isn't as if it contains sensitive trade-secrets...
