Howto control -h "usage" value

Where does the default value for "usage" come from and how do I explicitly set it.
I've got a dotnet tool and neither the tool name nor the nuget package value appear to be the source.
What I'm seeing is that Invoke the "tool" by it's name and yet the -h usage value does not match.
