Apps lack reusable opt-in decorators for relative timestamps and feedback collection.

### Describe the solution you'd like

Provide a localized relative-time decorator and opt-in thumbs-up/down decorators with app-supplied handlers. Do not add timestamp state directly to `ContentBlock` solely for presentation.
