Post Quantum Cryptography support in dotnet tools

### Is your feature request related to a problem? Please describe the problem.

The .NET SDK comes with tools related to security and ASP.NET Core:

- dev-certs
- user-jwts
- maybe more?

These are security-relevant and do not use Post Quantum Crypto by default.

### Describe the solution you'd like

Users using these tools should have a way to move into the Post-Quantum world. It probably makes sense for PQC support to be optional/opt-in for now, maybe through a command line option or a flag, or something else.
