InputFile doesn't gracefully handle circuit disconnection while file picker is in foreground

### Describe the bug

On Chrome mobile with Android, and Blazor interactive server rendering, opening the native file picker when browsing from an InputFile control puts the page into a suspended/background state. Chrome aggressively kills circuit connections for backgrounded pages, usually less than five seconds. If the file is selected after the circuit is disconnected, the selected file is lost after the server is rejoined because the OnChange handler is never invoked.

### Expected Behavior

I understand that it's impossible to avoid the circuit disconnection, but I would expect the framework to replay the event and retain the selected file.
