Using trailing slash in ResourcesPath breaks resources reoslution.

### Describe the bug

If I use trainling slash:
```
builder.Services.AddLocalization(cfg => "Resources/");
```
`IStringLocalizer` cannot find resources. If I omit the slash, everything works fine.

### Expected Behavior

Trainling slash should not affect the behavior.
