Special Character 'é' Causes 400 Bad Request Error with Header Value

### Describe the bug

It seems to work last week however we now getting a 400 Bad Requests on our servers.

When I add a special character (like é) in the header **value** the .net 8.0 web api application returnes a 400 Bad Request.

### Expected Behavior

It returns me a list of weatherforecasts. OR gives me a 'nicer' exception either in the browser of console logging.

### Steps To Reproduce

Our problem is with a dotnet 6 Service Fabric application, however the steps to reproduce are:

- Open Visual Studio
- Create a new ASP.NET Core Web API project (Weatherforecast example)
- Call the api (eg: http://localhost:5053/WeatherForecast) and add the following header (name: xxx, value: é)
