DataProtectorTokenProvider does not implement TimeProvider

### Describe the bug

DataProtectorTokenProvider does not implement TimeProvider. Instead it uses DateTimeOffset directly.

### Expected Behavior

I expected it to use TimeProvider so that I could mock time and test custom expiration policies.
