### Describe the bug
See https://github.com/dotnet/aspnetcore/issues/45579#issuecomment-1350201269 for context. Basically not disposing an `IDisposable` object shouldn't result in a permanent memory leak. Not disposing the IHost after shutdown results in multiple objects leaking from an asp.net core service.
