Description
Given that VS now has first class support for [JavaScript projects](https://docs.microsoft.com/en-us/visualstudio/javascript/javascript-in-vs-2022?view=vs-2022), we should use it instead of our home-brew project file e.g. https://github.com/dotnet/aspnetcore/blob/main/src/Components/Web.JS/Microsoft.AspNetCore.Components.Web.JS.npmproj
