HTTP/3: Consider adding libmsquic to mcr.microsoft.com/dotnet/aspnet

Today someone must update their dockerfile to add libmsquic if they want HTTP/3.

We should consider adding libmsquic to mcr.microsoft.com/dotnet/aspnet for .NET 7. That allows users to skip this step.

This issue is mostly for tracking.
* We should talk to get dockerfile maintainers about whether this is a good idea and how to make it happen.
* We should talk with networking team. Package requirements might change, e.g. msquic might start shipping in Linux runtime distribution.
