It is not clear that UseCORS must come before UseResponseCaching

### Describe the bug
If you call `app.UseResponseCaching` before `app.UseCORS` in the `Startup.cs` of a .net core web api some users will see CORS errors because the response caching middle-ware fails to cache the headers produced by the CORS middle-ware.

Either the the CORS middle-ware should be updated to inject the CORS headers in a way that can be cached, or the two modules should be able to generate an error if they are added in the wrong order to prevent developers making this mistake.

At the very least the documentation should point out what the required ordering is.

### To Reproduce
1) Run the API from this repo, it is just the basic .net core API template with CORS and ResponseCaching added, in the 'wrong' order, https://github.com/resgroup/CachingCORSErrorExample
2) Run queries from curl on the command line to avoid client side caching getting in the way
3) Run `curl "https://localhost:44331/weatherforecast" -i -H "Origin:http://localhost:8080"`, you should see the `Access-Control-Allow-Origin: http://localhost:8080` header that enables the browser to use the response.
4) Run the same request again, the `Access-Control-Allow-Origin: http://localhost:8080` header will be missing and there will be an `age` header, showing that the result came from the cache. This response would cause a CORS error in a browser.

This is unlikely to come up as an error in the browser for a single user because client side caching will successfully cache the `Access-Control-Allow-Origin' header. But if a second user access the API they will not see the header and get a CORS error.

If you move the call to `app.UseCors` here https://github.com/resgroup/CachingCORSErrorExample/blob/7ff61a0f64a85c8f90c4838b6933f9e375631fb3/Startup.cs#L59 above the call to `app.UseResponseCaching` and repeat the test you will see the `Access-Control-Allow-Origin' header in both responses.
