Razor compiler bug or runtime bug

> as in https://github.com/dotnet/aspnetcore/issues/22021 said , I still think the **modular abstraction** is a really good thing for people to use and test the new `AssemblyLoaderContext` ,
and force more area where people do `Assembly.Load()` or `AssemblyLoadContext.Default.LoadFromAssemblyPath()`

### Describe the bug

as my goal is to load a whole `asp.net core app` as `subapp` in asp.net core (it's in very earlier stage) , after I successfull to "side host" it, there is error that cause the "subapp" outof the `PluginAssemblyLoadContext`, after debugging, I found that it caused by a line of razor code:

there are total 2 issue:
1. the biggest problem : this line of code some how use `AssemblyLoadContext.Deafult` to load the main assebmly
2. the `.deps.json` do not have any dependency of the `.view.dll`

### To Reproduce

this is my repo https://github.com/John0King/LazyMan.ModularLoader , use `test-razor-error` branch if the code is not same as I write this issue

1. compile the folder `~/test/SubAppTest` , this will copy the asset to `~/test/SubAppTest/dist` folder
2. run the `~/test/SubAppTest/HostApp` project
3. navigate to `http://localhost:61571/m/ModuleApp1` to start the "Module1App", u can only vist this url once
4. open "http://localhost:8090/" to see the "side loaded" app

I temporary fix this by add a line in `HostApp`'s `Startup`
