Tracking - Blog post about factors contributing to repo organization

Should write a blog post detailing a lot of the learnings about .NET's repo layout over time. I do not think there is a right answer to "when should I make a new repo" or "when should I consolidate repos", but there are a lot of factors that can be taken into account to make the decision. Things like:
- community
- ship scheduling
- what ships together
- internal/public boundaries
- ...
