In reaction to https://github.com/dotnet/runtime/issues/33721. I'm not intending to point fingers or criticize the ongoing work. There's always room for improvement and unfortunately room for defects.
There were several fallouts due to the ongoing TargetFramework SDK work that could have been captured by a basic set of tests. Currently every change is at risk as there's 0% automated validation.
