Description
Arcade includes a [GenerateBuildManifest Sdk Task](https://github.com/dotnet/arcade/pull/2155) which teams that are not building using Arcade Sdk can use to create a build manifest so they can participate in dependency flow. If / when those repos are building using the Arcade Sdk, we should remove this task.
