RIP out old VersionTools that is unneccessary

- [ ] This issue is causing unreasonable pain

There is some subset of the version tools code (especially the latest_packages updating) that should no longer be necessary. This simplifies some dependencies of the package and makes it more source-buildable, which will help Unified Build.
