Merge release.json with current one when doing SDK only release

Description
SDK only release will add just one new another SDK to already existing release. So when publishing to the 1p storage account we should merge the data of release.json which were already release with new added SDK version.
If the release type is SDK only do a special merge operation when generating release json node
