"Error: Can’t Download Catalog - Not a Valid Win32 FileTime" while Using apisofdotnet CLI Commands

We are attempting to use the Apisofdotnet CLI commands from the [CLI.md](https://github.com/dotnet/apisof.net/blob/main/docs/upgrade-planner/cli.md) file in our Azure DevOps Pipeline.
When we try to run the “**apisofdotnet update-catalog --force**” command, we are encountering below error
“**error: can’t download catalog: Not a valid Win32 FileTime**”. FYR attached screenshot below.

### _Specification of pipeline Agent_

- **OS Name:** Microsoft Windows Server 2016 Datacenter
- **OS Version:** 10.0.14393 N/A Build 14393
- **DotNet Version:** 8.0.204
- **Apisofdotnet Version:** prerelease version (version '0.1.292-beta').

Any help or guidance on resolving this issue would be greatly appreciated.
