Description
Hi, I'am use .NET 9.0 i found problem when i create new scaffolding item it error message
Error while try to add saffloding "startIndex cannot be larger than length of string. (Parameter 'startIndex')" and cannot create it.
That i can connect yo database and migration on database.

After that I found how to solve it problem I'm change Reginal Format on window 11 to English (United State) that can Solve problem it.
I would like to know why this problem was opened.
