Need to address the instantiate of dBContext classes where the constructors have an IConfiguration parameter

This link needs an example that shows the instantiation of a dBContext object where the constructor includes an IConfiguration parameter.

There are a number of stackoverflow questions on this. I have not really found a clear answer or example.
